Dubai Floods 2024 — CAP Auto-Prime Emergency Deployment

When the UAE received 254 mm of rain on 16 April 2024 — against an annual average of 94 mm — Cosmos Pumps mobilised 10 CAP Auto-Prime diesel dewatering units to active flood sites across Dubai within 6 hours of the event, with the fleet operating independently of grid power across 8 flooded sites simultaneously and removing 15,000 cubic metres of floodwater over 5 days of emergency operation.

The Event

The flooding event of 16 April 2024 in the UAE was a measurable break from the region’s historical precipitation baseline. The 254 mm recorded on that date exceeds the UAE’s full-year average (94 mm) by a factor of 2.7. Dubai’s urban drainage infrastructure, designed for desert-climate precipitation rates, was overwhelmed within hours. Roads, basements, commercial buildings, and construction sites across the city took on water at volumes and rates for which no standing local dewatering capacity had been planned.

For Cosmos Pumps, which had been operating export sales and a UAE customer base since 2018, the event put an immediate demand on the CAP auto-prime fleet already deployed to GCC infrastructure customers.

The Challenge

Emergency flood response dewatering differs from construction site dewatering in three ways that determine pump selection:

Availability timeline: Flooded sites need pump capacity within hours. Procurement lead times of days or weeks are irrelevant. The equipment either exists in-region or it does not help.

Flow volume: A flooded basement or road section at scale holds hundreds to thousands of cubic metres. Pumps with flow rates below 1,000 LPM serve individual sumps. The Dubai response required equipment capable of moving water at tens of thousands of LPM per unit to clear sites within an operationally meaningful window.

Grid independence: Severe urban flooding knocks out electrical supply to the areas it floods. An electric submersible pump in a flooded basement with no power supply is inoperable at the moment it is most needed. Diesel-driven auto-prime units are independent of grid availability by design.

The Cosmos CAP range met all three criteria: it was already in-region with UAE customers, it delivers flows up to 74,483 LPM (4,469 m³/h) per unit, and it runs on diesel with no external power requirement.

Our Solution

Cosmos Pumps mobilised 10 CAP Auto-Prime units within 6 hours of receiving site deployment requests from UAE infrastructure customers.

Units were deployed on heavy trolley configurations for site-to-site mobility as flood priorities shifted. Baudouin engines were selected for UAE diesel fuel compatibility and availability of local engine service support.

The CAP’s auto-priming function was the critical operational advantage: the pump primes itself from dry at startup with no manual intervention, allowing rapid deployment by on-site operators without pump specialist training. As sump levels dropped at sites that had been pumping for several hours, units automatically re-primed when water re-entered the sump without requiring operator restart — critical in a multi-site operation where one team is managing several pumps simultaneously.

CosmoSmart IoT monitoring on 5 units allowed the Cosmos field team to track running data and fuel levels across active sites without physical site attendance at each location.

Results

Over 5 days of emergency operation across 8 active sites in the UAE:

  • Total floodwater removed: 15,000 m³ across all sites
  • Sites cleared to operational status: 8
  • Unplanned mechanical failures requiring unit replacement: 0
  • Continuous pump run through peak emergency: 72 hours without planned maintenance

The April 2024 deployment confirmed a design characteristic of the CAP that matters specifically in multi-site flood response: the auto-re-prime capability allowed one operator to manage two active sites simultaneously, cycling between locations as sump levels varied through the night — reducing the operator headcount needed to sustain coverage across all 8 sites.

Why This Is Relevant to UAE and GCC Infrastructure Owners

The April 2024 event has since been referenced in UAE infrastructure planning discussions as evidence that climate variability is producing precipitation events outside historical engineering assumptions. Infrastructure owners and civil contractors across the GCC are reviewing their flood contingency specifications in light of the event.

Cosmos Pumps has been active in GCC export markets since 2018, with the CAP range positioned specifically for high-volume diesel dewatering at remote sites. The CAP fleet is available for both sale and rental across the GCC, with local logistics coordination from the Cosmos international team.

“The diesel-driven auto-prime units were the only equipment that could function when power was down across the flooded areas. The auto-re-prime meant our operators could move between sites without having to manually restart anything — that made it possible to cover eight locations with a crew that would normally handle three.”

Overcoming Subterranean Water Challenges

The Problem:

In early 2024, Dubai was hit by severe urban flooding caused by unprecedented rainfall, which overwhelmed the city’s drainage infrastructure. This led to widespread water accumulation across highways, underpasses, and residential areas, severely disrupting transportation, essential services, and daily activities. The rapid scale and intensity of the flooding posed significant challenges to emergency response teams, necessitating immediate and effective water evacuation to mitigate further damage.

Impact:

The flooding caused extensive traffic disruptions, halted public transportation, and posed serious health and safety risks due to prolonged water stagnation. Infrastructure, including roads and public utilities, was at risk of long-term damage. The economic impact was significant, with financial losses incurred from business closures, transportation shutdowns, and emergency repairs, along with heightened environmental and public health concerns.

Pumps Used:

CAP 150 H EW
